The reason of selling it, is that the registration of a vehicle with US standards in an European country will cost me up to $5000 on inspections, engine modifications and paper work.

This guy’s real name is apparently David Morgan.  Do a domain whois for honorablepeople.com.  This amateur scammer used this same e-mail address to register this website.  Either that or he hijacked the e-mail address.
